challenges.
The Government’s target to deliver 3 million
mixed tenure homes by 2020 remains steadfast but the burden on
public and private resources to deliver homes for rent and low cost
home ownership alone is increasing to unsustainable levels. Indeed
cross subsidy from sale proceeds of private for sale homes can no
longer be relied upon, whilst carbon neutral targets must be
achieved by 2016; with consequent increase in capital costs.
