implementing major cost reduction programmes, reducing their
operating budgets by 25% or more. For many authorities this
process is putting huge pressure on front line services, and often
includes significant staff redundancies.
At the same time,
officers are trying to stimulate the local economy and employment
through their regeneration agendas, whilst planning to maximise the
benefits from new funding tools such as NHB, TiFs, CiL and local
rates retention.
