integration enables efficient capital programme delivery
EC Harris was appointed as part of an integrated
team to programme manage Welsh Water’s AMP4 capital expenditure
programme in North Wales. The team, consisting of Welsh Water and
its capital partners, is responsible for approximately £30 million
spend per annum. The programme requires the co-ordination of over
30 projects annually, with a range of project values up to £5
million, necessary to meet obligations in accordance with OFWAT’s
capital investment plan.
The North Wales Capital Alliance programme
includes civil engineering and process contractors in addition to
key senior individuals sourced from EC Harris.
Creating solutions
EC Harris has provided innovative solutions and
implemented robust processes to meet funding limits defined within
the capital investment plan. This has been achieved through a
non-confrontational commercial environment where Welsh Water and
the Capital Alliance work in partnership for mutual benefit.
Working with Welsh Water EC Harris has introduced
capital solutions that have generated operational savings through
whole life costing and cost benefit analysis.
Other key cost saving areas have
included supply chain and supplier initiatives that have also
increased service benefits.
The integrated team
have ensured programme delivery on time and on budget. Risk
management, cost monitoring and reporting have been key
determinants and areas of the integrated team where EC Harris has
taken a significant lead.
Adding value
EC Harris seconded senior
professionals with significant experience to Welsh Water to support
the client's capital management. This allowed the client to focus
on its business, knowing that its programme of capital works would
be delivered efficiently.
Promotion of a partnering
environment within the Capital Alliance allowed simplification of
the commercial process, removed conflict and enabled a more
transparent route to project delivery.
The cost of EC Harris’ services was
more than recuperated through the savings made from the effective
management of the programme.
