Particle Therapy Centre, Kiel, Germany
The PPP Health project involves the
design, the private finance, construction, and operation of a
particle therapy centre in northern Germany. It occupies a total
gross floor area of 20,500 m2.The centre will be operating for the
duration of 25 years and up to 2,200 patients will be treated.
EC Harris Düsseldorf has been engaged by a
consortium of financing banks and the preferred bidder, to execute
a full technical due diligence report on the project before
financial close.
EC Harris’ have been commissioned to provide a
full analysis of the project, from a technical and operational
perspective, including financial implications of the payment
mechanisms.
There have been many challenges for this project
including, medical technology and the limited time allowed to
complete the scope of work. Further challenges are the continuous
changes of specifications and contracts due to ongoing negotiations
with the contracting authority and sub-contractors.
Creating solutions
EC Harris Düsseldorf engaged a German particle
therapy expert to comment on issues regarding the technical
solution.
The team split itself into separate teams to
ensure optimum results by focusing on:
- Construction and permits
- Operation, maintenance and technical services
- Contracts and Penalty.
An EC Harris’ cost expert was also employed to
evaluate the bidder’s construction costs Furthermore, a comparison
of the project-specifications against the output-specifications of
the procurement documents, were also executed.
The Financial Model was evaluated to
understand and provide feedback on the budget of the various
services offered, over the nominated timeframe. The sufficiency of
maintenance works and life cycle allowances calculated over the
contract duration were reviewed. The penalty concept was also
analysed by setting up several scenarios and to assess its impacts
in a "worst-case-scenario".

medical technology solution.

secured further work, Monitoring of the Construction phase.

during the commission to ensure that all project related issues and
client requests were managed appropriately.
- Through setting up a project team from the onset, it has been
possible to deliver the Technical Du Diligence (TDD) in time and to
prevent a delay in the project schedule.
- Through the experience of the EC Harris network and supported
by highly specialised sub-consultants, EC Harris Düsseldorf managed
to finish the Technical Du Diligence within the very short period
of time given and supported financial close of the project on
time.
